The new information and communication technologies (New ICTs) Changes the peoples' life and work style. E-government and E-business display the bright future. The western political parties have traditionally served their stakeholders through the traditional media of radio, television and the print media. However, with the advent of the Internet, there has been a paradigm shift from the orthodox method of information provision and communication to the use of web sites in serving stakeholders. This phenomenon provides a new opportunity for political parties to reach out to various stakeholders in new and exciting ways. As to Chinese Communist Party (CCP), the most important thing is to enhance the ruling power by using the New ICTs, I call it as e-party. This paper examines the practice & theory of the e-party in china, the main goal is to provide a more systematic insight into why CCP engage in the practice and how the e-party influence the CCP.To do this I review the literature on e-party in the paper' s foreword. After a brief discussion of the concept of e-party and analysis the difference between e-party and e-government in the first section, the second section presents the e-party' s total construction and three kind of models (P2P Party to Party, P2B Party to Business & P2M Party to Member). The next section analysis the significance of developing e-party for the CCP. By lots of cases, I examine the existing problems in e-party practice in china in the forth section. Finally, in the fifth section, I Conclude on the methods of implications of e-party and discuss the future of e-party in China.
