Nowadays, our society is experiencing a huge change and it is transforming from industrial Economy into Knowledge Economy. At the same time, The mechanization-based war is developing into hi-tech war with the rapid development of high-tech which is based on the information technoloty, it has made great effect on military development such as military equipment, military ideology, the mode for war, military construction and adjustment for system. In view of Gulf War, Afghanistan War, Kosovo War and the Iraq War, Logistics Support all shows a outstanding characteristic and tendency during above mentioned wars, that is implementing"accurate support"with right number, at right time, right place through scientific management for military supply chain by means of innovative management and advanced information technology. Military Logistics is in need of innovation.The paper introduces outsourcing theory into military logistics and gives a thorough analysis, which has been successfully applied in business management. Firstly, the definition, specialty and content for military logistics is summarized, then, analyzing the theoretical foundation for outsourcing, meanwhile, feasibility and necessity for military logistics outsourcing has been analyzed. Secondly, decision rules for military logistics outsourcing and the selection and evaluation for TPL have been discussed. In order to scrutinize and evaluate the service from TPL, Benchmarking is imported. Thirdly, designing an incentive mechanism for military outsourcing and giving it a simple analysis. Finally, analyzing the successive outsourcing experience for American military and some suggestion has been brought forth for implementing logistics outsourcing in our army.
