Implementing best practice of logistics has become one of the most exciting and challenging operational areas of business and public sector management, ever since the concept of "modern logistics" was introduced to China in 1980s. From then on the whole logistics industry has made great headway, and the third party logistics (TPL) emergencies and expands. The TPL providers, specializing in logistics, develop to achieve lower operational costs. Outsourcing all or parts of the logistical business to professional TPL companies results in economies of scale and expertise. In this paper, the advantages of the outsourcing are illustrated in the case of Philips.To begin with, this paper introduces the basic definitions involved in logistics outsourcing, as well as its advantages and potential risks. Secondly, some conventional decision-making methods and criteria are briefly described. Then, an improved approach and some new criteria are presented. On that base, this paper proposes an improved approach and criteria.It is a core task of logistical outsourcing to choose logistical operation partners. The traditional approaches bear some defects, say, most of them are qualitative or some of them are quantitative. This paper, incorporating both qualitative and quantitative methods, presents a preferred DEA model based on AHP for the selection of outsourcing partners. Meanwhile the criteria for selection in this model are also given.Finally, the application of this model is expounded in the case of logistics partners selecting of a PC corporation. Comparing preferred models with non-preferred models, it is proved that by using the preferred DEA model a company could select its partners under the diversified circumstances and satisfy its requirements.On the whole, this paper discusses the decision-making and partner selection involved in logistics outsourcing, presents some decision-making approaches, proposes a preferred-DEA model for the partner selection. It provides the enterprise with outsourcing decision-making approaches, which can reduce thelogistics costs and promote logistics service level.
