This paper, which briefly confesses the incentive mechanism's concept, content, and function in the civil servant, comprehensively introduces the present situation and points out the problems of incentive mechanism in the civil servant of China after fully affirming the achievement in it. Innovatively introducing the theory of principal-agent into the incentive mechanism in the civil servant, the article makes analysis on the sources of problems and present mechanism of incentive mechanism in the civil servant of China. It proposes the ways to perfecting the incentive mechanism in the civil servant from four aspects: acknowledging the attribute of"economic man"and paying great attention to the raise of civil servants'intrinsic incentive to face up and diligently reduce the goal conflict, advocating the transparency of government in reducing the unbalance on information, advocating the unity of generally improving the civil servants'treatment and enlarging their treatment disparity to strengthen motive participation, and proposing some concrete ways to perfecting the promotion system, the examining system, the reward and punish system and the inspecting system of civil servants in the incentive incorporation aspects. Unifying the situation of national Automous Region and the civil servants in our country, the paper finally elaborates the special function in perfecting incentive mechanism in the civil servant, and points out several suggestions to perfect the incentive mechanism of civil servant in national Automous Regions according to the analysis on its special problems.
