Both the17th and the18th CPC National Congress put forward with deep reformation of admini strative systemas well as the perception of establishing efficient and servi ce-oriented government, and enhencingtheir performance management. State tax department is one of the most important economic management department, undertaki ng the glorious commitment of implementing national economic regulation and control policy, distributing the national revenue, and providing satisfying service for tax payers. While the civil servantsin charge of the basi c-level revenue systemhave direct relation with the realization of the above-mentioned goals interms of their positive work attitude. Guided by modern concept of HR management and modern theory of public management, and with the goal of enhencing the encouragement system of the basic-level revenue, this thesis adopts the methodology of document research, compari son research, psychological research, investigation, and interviewresearch. By organising the research findings of home and abroad civil servants encouragement systemand summarizing the influence of western encouragement theory on our basi c-level revenue encouraging systermin psychol ogi cal, social and behavioral approaches, the thesis analyses the deep problems on Tai kang county revenue encouragement systemwith questionnaire and investigation. based on previous research achi evements, the thesis puts forward with guiding principles of enhancing Tai kang National Tax Bureau encouragement systems and discusses the encouraging systemon strengthening cultural construction, perfecting the salary system, intensifying the training of civil servants, perfecting the assessment systemand renovating the promotion mechanismDifferent fromthe previous summary of famous western encouragi ng theory in the approaches of contents, process, or behaviorial amendment, this thesis summarizes uniquely from psychological, social and behavioral approaches.
