With the rapid development of the world technology and economy, the high-technology and high-technology industries have been the pillar of the international economic development, the core of the international competition and the symbol of the comprehensive national strength. Since American Stanford Research Park had been set up in 1957 and later developed as silicon valley, in order to develop their own high-technology and high-technology industries, a lot of countries or areas one after another followed the example of America to set up high-technology zones in some districts where the conditions are suitable and the intellects are dense.With the emerging of the world high-technology revolution one after another and the deepening of the internal reform, Chinese high-tech zones were set up and developed. Through over ten years developing, the whole layout of our high-tech zones have been basically formed and come into a new developing stage that means "the technological innovation" stage. Innovation is a soul that the high-tech zone can exist & develop. Our famous economist, Professor WuJingLian, has ever said that systems are more important than technology. System innovation is main premise and guarantee of technological innovation. Face to the new situation, it is so necessary for Chinese high-tech zones to accelerate their system reform and firstly set up a scientific and high-efficient administration system that they can put themselves in an invincible position in China economic development.The article catches the main problem of the national high-tech zones and expounds how to innovate the national high-tech zones' administrative system.The article applies the methods of compare analysis and positive analysis to expound Chinese & foreign countries high-tech zones' administrative system models and characteristics. It also analyses somesystem problems that exist in our national high-tech zones and then puts forward some concrete ideas to deal with those problems.
