As an important space carrier and policy platform for scientific and technological innovation,the state-level high-tech zone has always been a strategic resource for promoting China's scientific and technological innovation and economic development,and is one of the successful experiences of China's reform and opening up.In the course of 30 years of development,the space scale of the high-tech zone has continued to expand,and the functional orientation is gradually shifting from a single economic development orientation to a comprehensive social governance orientation,but it has also triggered a series of new economic and social problems.Under the background of the era of technological innovation as the first driving force,the high-tech zone is facing an urgent need for transformation and upgrading,and it is of vital importance to explore the strategy of improving the economic development efficiency of the high-tech zone.Past high-tech zone research usually focuses on management systems,performance evaluation,high-tech zones and parent-city relationships,ignoring the impact of spatial types on the economic efficiency of high-tech zones.To this end,this paper will examine the spatial relationship between the high-tech zone and the administrative district,especially the spatial relationship with the county-level political district,and examine the economic efficiency differences of different space-type hightech zones.First of all,this paper combs in detail the types of spatial relations between 156 national high-tech zones and their administrative regions in 2018.According to whether the high-tech zones are cross-administrative zones,they are divided into two categories: outer-span and in-line.Secondly,this paper examines the economic efficiency of the high-tech zone in two dimensions.In the static dimension,this paper uses the DEABCC model to evaluate the comprehensive economic efficiency of 144 national hightech zones in 2016.In the dynamic dimension,this paper introduces the Malmquist index,which presents 52 national high-tech zones from 2007 to 2016.The dynamic evolution of economic efficiency.At the same time,this paper also focuses on the analysis and comparison of the economic efficiency of high-tech zones under the intrinsic,external and type conversions to evaluate the economic efficiency of hightech zones under different spatial types.Thirdly,this paper uses the panel data of 52 national high-tech zones in China from 2007 to 2016,and analyzes the effects of different spatial types and management systems on the economic efficiency growth of high-tech zones through the system generalized moment estimation model.Finally,this paper puts forward corresponding policy recommendations for the different spatial relationship types of high-tech zones,from administrative divisions and management systems.The study found that,first,although the economic development efficiency of China's national high-tech zones has gradually improved in 2007-2016,the static comprehensive efficiency of the national high-tech zones in 2016 is still at a low level overall.There is an urgent need for transformation and upgrading to make greater contributions to the construction of a modern economic system.Second,spatial variables are important variables affecting the economic efficiency of high-tech zones.Specifically,the outer-span spatial relationship has a negative impact on the economic efficiency of high-tech zones,and the more administrative zones that cross,the lower the economic efficiency.Third,the district-government management system has alleviated the negative impact of institutional friction.It can also promote the development of high-tech zones by concentrating the resources and strength of the entire administrative region,thus having a positive effect on the economic efficiency of the high-tech zones.Therefore,the reform of the high-tech zone in the future can be carried out in terms of space and system.On the one hand,it should scientifically use the policy tools of administrative division adjustment to promote the integration and development of mature high-tech zones and administrative zones;on the other hand,strengthen the comprehensive management level and resource allocation of high-tech zones.Ability to comprehensively improve the economic development efficiency of the high-tech zone.
