On The Function Of Administrative Supervision

The administrative supervision function means the functional effect realized by the administrative supervision organs through their administrative supervision activities. The article holds that the administrative supervision function positioned by the "Law of Supervision over Administration" is indistinct. The "Implementing Program of Establishing and Perfecting the System of Corruption Punishing and Preventing with Equal Stress on Education, System and Supervision" published by the Party Central Committee at the beginning of 2005 includes the administrative supervision in the punishing and preventive system, to enable the originally rather indistinct positioning of the administrative supervision function to become distinct. The functional positioning of the punishing and preventive system is to control corruption, and the administrative supervision is a component part of the system; therefore, the article puts forward the new viewpoint that the administrative supervision shall also take the control of corruption as its functional positioning. And then, the article creatively subdivides the administrative supervision function concretely into: enforcement supervision, efficiency supervision and supervision over observance of disciplines and law. Since the total function positioning of the punishing and preventive system is to control corruption and the administrative supervision is a component part of the system, so it is thought by the article originally that the administrative supervision shall also take the control of corruption for its fundamental function positioning.
