Investigation On Assessing Practical Achievements And Construction Assessable Mechanism Of Police Affairs In China

With the further reforms of politics and economy, police contingents and public security agency structural reforms are strengthening. Especially in the last few years, how to energize the management of police scientifically and rationally is a problem which is worth to concern increasingly. As its corn content, assessing achievement mechanism is the most important part. But at present there is little exposition theoretically talked over on how to develop assessing achievement effectively. Therefore, the author attempts to construct a relatively scientific and rational assessable achievement mechanism through investigation and research. The author also hopes that the mechanism would play a proper role on improving result in the practice of police department.This essay starts with the investigation of theoretical basis built on analysis and synthesis including the aspects of intension of police affairs achievement, hearsay about research on element, target, assessable approach, application and so on. Then the author also exploits the opportunity of working in Cangnan Wenzhou and emphatically investigates the assessment of Cangnan county public security bureau. The author could develop more understanding about the advantage and disadvantage of existing assessing achievement mechanism. The above investigations will be hold through reading material, filling the questionnaires, interviewing and so on.Through investigations, the author makes further explorations on how to efficiently institute a set of incentive mechanism to assess in the police department. The author makes research and explanation on the four aspects of instituting a set of assessing achievement mechanism including choosing the principal part of assessment, standards of appraisal procedure, determining the appraisal method and establishing the appraisal targets. Especially on the aspects of appraisal procedure standards and appraisal targets establishment, the author makes some standards and improvement. The author advances his own views with practical significance.
