Establishing and improving the mechanism, is the key measure to implement scientific management of public security troops. It is not only conducive to the protection of the basic public security work, and can drive the development of other aspects of mechanism and perfect,meanwhile It can promote the overall process of building a long-term mechanism of public security management. Therefore, with the connotation of police at the basic level of motivation and related theory is made clear,the China’s current manpower resources management of public security organ problems are analyzed in detail, and according to the situation of our country use the theory and practical methods are discussed, a set of lifting our country is put forward from the construction scheme of police incentive level finally. These have important practical significance and long-term strategic significance in mobilizing the enthusiasm of the grass-roots public security police, taping their potential, concordancing the existing police force resource, Improving the overall combat effectiveness of public security, and ensuring the sustainable development of public security work.In this paper, through the detailed list of police incentive theories, The core concept of public security inspiration and The police important role in resource management in the public were comprehensively understanded,and then,the common problems of China’s public security appraisal work were analysed deeply, Finally, in view of the problems of our nonsystemative country public security appraisal work of the common examination system, no implementation of the assessment results, encourage public appraisal in our country needs to follow some principles and methods were consulted,and Reasonable management, appraisal target system assessment program management and evaluation results of the implementation of a series of promotion manpower resources management level public security institutions at county level in China, a series of measures were put forward, In order to make it more scientific, reasonable, operation, so as to optimize the allocation of resources to the police, public security management work to achieve a qualitative leap.
