Extending citizens' participation is the main task and essential target of China's democracy construction. Essentially, citizens' participation needs active cooperation between government and citizen. With the development of socialism democracy, we have made great achievements in making public affairs, electronic government construction and petition letter and so on. We have widened the participation paths, innovated participation ways, built participation mechanism and built good atmosphere of citizens' participation.But there are still some problems in present situation, such as unsound legal system and participation mechanism. And the system is mainly designed for government interests. And the governments pay attention to inform unilaterally. Furthermore interactive influence between government and citizen is very limited. So we can conclude that presently there is a lack of cooperation between government and citizen in China's citizens' participation. We still stay at lower phases of "inform" and "consultation" and it is far away from the higher phase of "active participation". With the development of participation, now the lower phases can not satisfy the need of citizens' participation. So we must build a sound interactive cooperation mechanism between government and citizen as soon as possible.The thesis analyses our citizens' participation from the interactive cooperation between government and citizen, and analyses mainly on the government. This is because citizens' sincerity mainly depends on the management methods and conception of the governments.
