According to provisional provision on civil servant employment, age qualification of entry for civil servant is between 18 and 35 except for special position. This actually makes a difference between citizens on the basis of age. According to International Pact on Citizen Right and Political Right, discrimination by law must be reasonable and impartial, especially for those characters which citizen can't change, or it will violate constitutional equality principle and cause legislation discrimination. Is age qualification of entry for civil servant reasonable and impartial? Does it violate constitutional equality principle? Researching these questions has not only praxis meaning to perfect official system and protect citizen constitutional basic right, but also gives some idea to fight age discrimination, implement that everyone is equal before law, and protect citizen constitutional basic right from invasion through constitutional suit.
