According to provisional provision on civil servant employment, age qualification of entry for civil servant is between 18 and 35 except for special position. This actually makes a difference between citizens on the basis of age. According to International Pact on Citizen Right and Political Right, discrimination by law must be reasonable and impartial, especially for those characters which citizen can't change, or it will violate constitutional equality principle and cause legislation discrimination. Is age qualification of entry for civil servant reasonable and impartial? Does it violate constitutional equality principle? Researching these questions has not only praxis meaning to perfect official system and protect citizen constitutional basic right, but also gives some idea to fight age discrimination, implement that everyone is equal before law, and protect citizen constitutional basic right from invasion through constitutional suit. I analyze and demonstrate the rationality and criterion of age qualification of entry for civil servant through case analysis, compare, history analysis, demonstration survey and criterion analysis, etc. and prove that it violates constitution and give new idea.This thesis is divided three parts: introduction, text and epilogue. In first part I give research objects and research meaning. In second part I give research thoughts and paper frame. And last I review the related research literature.
