China's good-neighborly foreign policy is a long-term persistent foreignpolicy and has been proven to be effective. Good-neighborly foreign policyhas played a positive role in maintaining the stability of surroundingenvironment, improving the relationship with the neighboring countries, andstrengthening the cooperation with the neighboring countries. Starting fromthe security of surrounding environment, this paper explores the reason, aim,and achievement of good-neighborly foreign policy with geopolitics as itsresearch method. This paper comes to the conclusion that despite theshortcomings of the good-neighborly foreign policy as a diplomatic means, thegood-neighborly foreign policy established on the basis of mutual benefit isfull of vitality.This paper contains three parts: Part I: Geopolitics relations: the theoretical explanation of the security ofsurrounding environment and foreign policyIn this part, the author puts forward the conceptual explanation ofgeopolitics, whose analytical essence "lies in the relationship between theinternational political power and geographical environment" and whose mostconcern is the geopolitical interests, which constitute an important aspect of thenational interest, but also one of the "fixed and specialized parts". Differentcountries have different geopolitical awarenesses, which determine thedifferent attitude of each country towards national interests, which in turnrelates to the formulation of a country's foreign policy, that is to say,conceptual geopolitics is an important basis for the formulation of a country'sforeign policy. And in reality, the specific geographical environmentconstrains the formulation and implementation of one country's foreign policy.Different countries have different geopolitical environment, and somegeopolitical environment is relatively simple, and some is relatively morecomplicated. The geopolitical environment is natural, and more importantly itis historical and humanism. One country's adjustment of foreign policy andstrategy profoundly influences the geopolitical relations. The foreign policyand geopolitical environment is interactive and correlative. On one hand, acountry's foreign policy can lead to good geopolitical situation, and on theother hand it can also deteriorate the geopolitical situation, in turn, this good orbad geopolitical situation also influences a country's foreign policy.Part II: Good-neighborly foreign policy: a diplomatic option based on thecomplex geo-securityThe complexity of our country's geo-security lies in that China'ssurrounding area is the most populated one in the world, in which thedevelopment is very uneven in social, political and economic aspects, ethnicand religious problems are very prominent, and there are more historical issuesto be solved. 7 of the 10 countries in the world whose population is over 100million are located in our country's surrounding area. There are not only suchnewly industrialized countries with a higher degree of economic prosperity asJapan and Korea, Singapore, but also such poor and backward countries asLaos, Mongolia, Bangladesh, Afghanistan and Mongolia. The great economicdevelopment gap has brought considerable difficulties for regional economiccooperation. Some intense conflicts also exist in the ethnic and religiousissues, for example, the religious and ethnic conflicts between India andPakistan have not been resolved yet, and many terrorist incidents triggered bythe various ethnic and religious issues have occurred from time to time. Inaddition, as the socio-political economic system is concerned, there are notonly some socialist countries, such as China, Korea, Vietnam, but alsodemocratic republican states, constitutional monarchy states, and religioustheocratic states, meanwhile, several major civilizations in the world can find alot of supporters and believers in this region, for example, the Buddhistcivilization, the Confucian civilization and Islamic civilization and Christiancivilization and so on. Some issues caused by the history, such as the unity ofSouth and North Korea, and Taiwan issue are so far unresolved. Based onsuch complex surrounding environment, China has always adhered to thegood-neighborly foreign policy. Since the foundation of China, thegood-neighborly foreign policy has been further developed, and China has paidmore and more attention to the relations with the neighboring countries.China's good-neighborly foreign policy has five main elements: the fiveprinciples of peaceful coexistence as the fundamental principle for theimplementation of China's good-neighborly diplomacy;safeguard nationalsovereignty and territorial integrity, and solve the territorial disputes in apeaceful way;participate in regional economic cooperation and promoteeconomic cooperation and development in the surrounding area;establish ageo-security cooperation mechanism and create a peaceful surroundingenvironment;seek common points while reserving difference, get along wellwith each other and expand the common interests with the neighboringcountries;Part III: Analysis of prospects and outlook: challenges and opportunities ofChina's good-neighborly foreign policyAdvancing the good-neighborly foreign policy actively is China's bestoption to achieve its strategic objectives at the beginning of the 21st century.Demanded by the objective requirements of the changes of China'ssurrounding environment in 21 Century, the good-neighborly diplomacy is along-term strategy to guide our country's diplomatic affaires. In the future,the contemporary good-neighborly diplomacy of China will face both theunprecedented opportunities and challenges: the following factors constitutethreatens and challenges to China's good-neighborly foreign policy: "Chinathreatening theory" challenges the survival space of China's good-neighborlydiplomacy;nuclear arms competition challenges the peaceful atmosphere ofChina's good-neighborly diplomacy;the surrounding political turmoilchallenges the capacity of China's good-neighborly diplomacy;border issueschallenge the sovereignty of China's good-neighborly diplomacy andterritorial integrity.At present, China's good-neighborly diplomacy faces four importantopportunities: The continuous enhancement of the comprehensive nationalstrength improves the capacity of China's good-neighborly diplomacy;themultipolorization of international political pattern provides a favorableinternational background for China's good-neighborly diplomacy;globalizationpromotes the neighboring countries' aspirations to pursuit peace, cooperationand development;the institutionalization of regional security and developmentcooperation mechanism further promotes the development of China'sgood-neighborly diplomacy. All these show that China's good-neighborlydiplomacy has sufficient space and promising future, and the future tendencyof China's diplomacy will be towards a thriving situation and show a picture ofcooperative, friendly and developing relations with neighboring countries.The implementation of China's good-neighborly diplomacy is an importantforeign policy and diplomatic strategy based on the complex and ever-changingsurrounding environment. It is not only the logic development of a longtradition of good-neighborly diplomacy in China, but also serves China'soverall requirements of national development in the 21st century, and directlyserves the needs of domestic economic construction and development.Good-neighborly diplomacy plays an important role in China's foreignrelations, and it will also demonstrate its increasingly significant practicalvalue. Currently, China's good-neighborly diplomacy has reached greatachievements, and China's international status and great power status hasincreased significantly. Through good-neighborly activities, we not onlydeepen friendly relations with neighboring countries, but also succeed inimproving the original hostile relations in the neighboring countries andstabilizing the situation of surrounding security. The good-neighborly foreignpolicy based on principle of double win and equality and mutual benefit willsustain continuous vitality in the future.
