With the implementation of , civilian personnel system has formally been established in the PLA. Non-active service faculty refer to those who have been employed in the position of teach & research in military academy, who are also important components of civilian personnel. Non-active service faculty system is a kind of special system in military academy established under the guidance of civilian personnel system.With the methods of documentary-analysis, compare-analysis and demonstration research, a research on the history , present, characteristics, problems and reasons of teacher employment system in high school of china as well as civilian faculty system in American military academy ,has been presented in the paper , and accordingly , experiences and enlightenments of the two systems have been put forward (?) the paper. An analysis of the main problems in establishing non-active service civilian(?) ty system in military comprehensive universities with reference to has been presented in the paper. Some suggestion also have been put forward from macroslopical and microcosmic level: Non-active service civilian faculty system in military comprehensive universities should have three stage; The position and staff installment of non-active service civilian faculty should requirement as its guidance; The component of non-active service civilian faculty should form (?)all advantage of the teaching staff; The flow and stabilization of non-active service civilian faculty should keep dynamic balance; The salary system of non-active service civilian should reflect efficiency; The non-active service civilian faculty system should be established according to law, etc.
