The promulgation and implementation of Civilian Regulation in PLA indicates the formal establishment of civilian recruitment and management system in the army. As an rising force, non-active service civilian personnel have emerged in the modernizing construction of national defense, which has experienced more than seven years since2005. With the development of civilian personnel working in the army colleges, the number of non-active service civilian faculties who were engaged to teaching and scientific research post has increased. They have become a part of constitution of teachers’procession in army colleges, and play an important role in education and construction of college. However, in the course of recruitment and management to non-active service civilian faculty, there are some incompatible problems in practice. For instance, it was not systematic to study principles of management in depth. Not only can the problems exert the undesirable impact on the relative institution and mechanism,but also affect the implement of management. Consequently, in order to establish a kind of special personnel system of military colleges under the guidance of civilian system that is called employment system of non-active service civilian faculty, it is indispensable to improve the level of scientific management, to be engaged in the relevant theory research and to propose the corresponding countermeasures, which will be provided with the vital practical significance.Starting from the significance of the recruitment and management to non-active service civilian faculty, the paper analyzes the characteristic of non-active service civilian faculty based on the introduction of the development of civilian personnel in our army. The paper provides theoretical research in terms of essentials of recruitment and management to non-active service civilian faculty, individual demand and contradiction characteristic during process of management. Combined with the methods of document analysis, comparative study and field investigation, the paper presents existing main problems which military colleges faced in the course of the recruitment and management to non-active service civilian faculty, taking example by experience and revelation of foreign army college civilian faculty system and teacher employment system in institution of higher learning of our country. As a consequence, it puts forward countermeasures to perfect the system of the recruitment and management to non-active service civilian faculty, to optimize mechanism of one’s performance, motivation and training, and to establish committee of non-active service civilian faculty finally.
