Civil servant administrant mechanism is a course in which different civil servant systems or factors combine, effect operate and form function each other according to special principles and rules . To the establish and perfect Chinese civil servant administrant mechanism is important significance for abolishing the abuse in executive personnel system, ensuring to realize the aim of civil servant system and completing the task of new century.In 1855, Great Britain issued the first Privy Council law on civil servant system reform. In the last 150 years, many countries and areas had carried out the civil servant system. In 1993, China began to practice national civil servant system. It signed that Chinese personnel management began to put in the standardization and jural path, and it had been a landmark of reformation in personnel system. But it is in the temporary phase, and it is not perfect enough in many aspects .On the whole, the academic research in our country is not enough, especially in the aspect of civil servant administrant mechanism. This is my purpose to research civil servant administrant mechanism of China.This article is composed by exordium, tag and other six sections . The emphasis of research is the framework and function of the civil servant administrant mechanism, and relatively theoretical and practical problems, and puts forward suggestion and countermeasure for construct and perfect of Chinese civil servant administrant mechanism.In exordium, it analyzes the latest academic research status of civil servant administrant mechanism at home and abroad. At the same time, it explains some of the basic concepts, such as civil servantx civil servant system, civil servant administrant mechanism, etc. And it introduces the features, framework and method of research in this article.The first section researches the classified administrant mechanism of civil servant It explains the concept and analyzes the classified administrant mechanism of Chinese civil servant. It believes that the classification of Chinese civil servant system is not explicit in government affair and clerical work. Especially the classification of leader business and un-leader business goes against enhancing work efficiency. So, it sets forth that China should cany out government affair's classification system of civil servant, "officer" and "clerk" classified administrant system and establish the switching position system among different types of civil servant and relativelyoperating mechanism.The second section researches the competitive and stimulant mechanism of civil servant It explores mechanism, basic and principle of competitive and stimulant mechanism of civil servant in theory. It analyzes and researches the practical situation of competitive and stimulant mechanism of Chinese civil servant. At the same time, it believes that the competitive and stimulant mechanism of Chinese civil servant is lack of competence, stimulant effect, justness, impersonality and transparence. So, it brings forward a series of imagination including extending competitive scope, perfecting competitive rules, standardizing competitive operation, manipulating competitive circumstance and strengthening competitive supervision.The third section mainly studies the metabolic mechanism of civil servant. It explores the basic theory and existing problems of metabolic mechanism of civil servant. It believes that the elimination mechanism and metabolic mechanism is not perfect, and the renovation of civil servant's ideas, knowledge and ability does not adapt to need of social development. Therefore, the article advances some advice in civil servant metabolic mechanism of retirement, metabolic mechanism of tenure of office, competitive and elimination mechanism, evaluation and elimination mechanism, intercommunion and renovation mechanism and knowledge renewal mechanism.The forth section researches evaluation mechanism of civil servant.
