Studies On Community Correction

Community correction is one of the newest executing punishment methods these years. By vigorously utilizing various social and integrating all useful social forces, the community will be responsible for specially supervising, educating and reforming those offenders. Meanwhile, it not only shows law authority but also accelerates the pace for offenders to return to society. Despite additional contributions to traditional prison, there have cropped out a number of hidden worries with the deepening of the experiments. It would take quite a long time to make the practice established.Analysis in this thesis is based on concepts of "community", "community correction " and so on. It starts with community correction's historical background and theory. Experiments in Hangzhou indicate that China has taken the first solid step toward more civilized ways of exercising punishments on criminals. Instead of shutting all criminals in prisons, the country has introduced an entirely new practice of community correction program .In addition, community correction will be useful for more rational allocations of resources, reducing cost, improving efficiency and social maintenance. Community correction is relative to prison correction and doesn't confine convicted criminals, so it somehow increases chances of crimes, decreases authority of law and produces more difficulties in control. Problems are inevitable in the course of establishing and improving China's community correction system. Compared to other developed counties, China must solve problems of communal security, law enforcement and enforcers, raise encouragement, improve supervision and legislation. So long as there is such a law, the community correction will come to stay.
