It has been five years since the happening of Sept. 11th tragedy. The terrorism crime, however, has been becoming a major social evil in today's world. It is now the general enemy of human beings, severely damaging the peace and security of the world as well as the development of the economy and the society. Currently, the civil aviation is developing rapidly. Nevertheless, all that possibly serve as inducements to the aviation terrorism crimes, including but not limited to, the rampancy of ethnical splittists, instability of the society, expansions of the gap between the rich and the poor and the intensity of the unfairness, seriously threaten the aviation security in China. On the other hand, the aviation terrorism crime becomes threatens to the world-focusing Beijing Olympic Games 2008 and Shanghai World Expo 2010. In this paper, the writer is to narrate this subject in three parts: general introductions to the terrorism crime, the current status of the aviation terrorism crime and the countermeasures against it.There are totally three parts in this paper: In the first part of the paper, the writer illuminates the historic development of the concept of the terrorism crime in terms of its interpretation and history. Through comparisons between the terrorism crime and other related concepts and analyses of the four elements of the terrorism crime, the writes comes out his definition of the terrorism crime. The writer analyzes the harms of terrorism crime through its characteristics. Traditional and modern types of terrorism together with the types in China are thoroughly introduced in this part so as to provide a more direct understanding to the terrorism crimeIn the second part of the paper, the writer reviews the history and hazard of the international aviation terrorism crime. General introductions are made to the legislative intentions of major international anti-terrorism laws, such as The Tokyo Convention 1963,The Hague Convention 1970, The Montreal Convention 1971 and Protocol for the Suppression of Unlawful Acts of Airports Serving International Civil Aviation 1988. Three types of the aviation terrorism crimes, such as using violence to hijack, endangering the safety of civil aviation and hazarding civil aviation facilities are analyzed by the writer in this part. He also narrates the general principle of sue or extradition on the penalty to the aviation terrorism crime. The writer introduces in detail to the general situation about China's aviation terrorism crime, the legal protection measures against it and the aviation security systems in China. In addition, he analyzes the five defects in our aviation anti-terrorism crimes practice.In the third part of the paper, based on his own understanding and knowledge about the terrorism crime, the writer, integrating with his own experience in aviation security, projects his own countermeasures and suggestions on aviation anti-terrorism crime in terms of the following six aspects: 1) the protection enhancement of anti-terrorism; 2) speed up the professionalism of anti-terrorism crimes; 3) strengthen the contingency plans of anti-terrorisms crimes; 4) enhance the intelligence work of aviation anti-terrorism crime; 5) undertake international cooperation and communications on anti-terrorism; 6) perfect the legislation of the anti-terrorism crime .
