The corruption is one of the hot topics in our society. The harm from corruption is extremely hated by every government and citizen, how to fight the corruption is one of the most important tasks for the government. Every country establishes institution to fight the corruption in the world, the measure and the degree to fight the corruption is different in the country and the area, by which the TI (transparency international) has issued the CPI (corruption perceptions index) since 1993, which already is the criterion that was accepted by the world. HK is recognized as one of the best incorruptible area in the word, and which is the best incorruptible government in Asia. The 1970's development of the society and the economy in HK is similar with that in Mainland today, both of which was deeply affected by the culture of Confucian. The research on the successful experience about fighting the corruption of ICAC (independent commission against corruption) in HK is significant to Mainland, including how to fight the corruption, establishing the incorruptible society and to insure the development of the economy.The paper focus on the microcosmic organizations that fight the corruption, which research on the comparison about three aspects between ICAC in HK and CDIC (the Commission for Discipline Inspection of the CPC) of certain city in Mainland, including organizational structure, the responsibility and the function, how to constitute and actualize the policy. From that, the paper tries to put forward the advice about reforming the organization of CDIC (the Commission for Discipline Inspection of the CPC) in Mainland.Based on the organization theory and the comparison on three aspects, the paper finds three conclusions. Firstly, the relative rate on the distribution of the capital and the human-power from outer to CDIC (the Commission for Discipline Inspection of the CPC) of certain city in Mainland is similar with that to ICAC in HK, which indicates that there has strong decision to fight the corruption in Mainland government. Secondly, the dividing of the responsibility and the function is random for the Commission for Discipline Inspection of the CPC of certain city in Mainland. We should use the successful practice of ICAC as reference to improve the dividing of the responsibility and the function, and to enhance the working performance of the Commission for Discipline Inspection of the CPC.
