| The theory of Civil Society became popular in last decades, and the civil society organizations gradually become independent sectors which are coexistent with the state and market. Greater importance is attached to CS'functions, but as there lacks the systematic information, the nongovernmental and nonprofit social problems are hard to solve. As a result, it is significantly important to build up some concepts, methods and an index system to describe and analyze Civil Society. In the academic field, the relative research is few and the study of a country's civil society landscape through an index system is fewer. But fortunately, the program of CIVICUS-CSI is one of the limited researches.CIVICUS-CSI is a comparative research program of global Civil Society. It designs five methods to collect data and establishes a united index system. The countries which participate in the project collected their own data and analyzed through the frame of index system. The outcome will present the situation of the development of the certain country and lead to further improvement. At the same time, the outcome will be compared with that of other countries and learn others'experience and lessons. China joined in this project in 2003 and the NGO Research Center of Tsinghua University took charge of its implementation in China.According to the index system of CIVICUS-CSI project, this paper statistically analyses the data based on Regional Stakeholder Consultations and Community Sample Research, which are the two of five methods in this project. The author quantitatively described and analyzed 73 indexes and induced 25 sub- dimensions and 4 dimensions. Furthermore, it is discussed how to localize the CSI index in order to suit the Chinese situation properly.
