Research On Social Stability Index And Its Indicator System Under The Background Of Risk Society

During the period of social transformation,the risk factors faced by China are complicated and diverse,the contradictions and conflicts between old and new types are intertwined,and the overall society presents high uncertainty and high complexity;the risk society has become the realistic background of China's modernization process.This puts higher demands on the level of social governance,the government urgently needs scientific and effective means to avoid social risks and solve social problems to achieve social harmony and stability.In view of this,this study introduces the method of index construction,trying to build a social stability index system that can objectively reflect social stability,real-time monitor of social stability dynamics,as well as achieve the prediction and early warning of social stability risks.Based on the theory of risk society and social governance theory,this study combines the relevant literature of social stability index,deeply analyzes the conceptsof social stability and social stability risk,summarizes the risk factors affecting social stability and builds a dimensional model,which includes seven modules of natural disaster,politics,economy,society,population,public health and ecological environment.On this basis,the research designs and selects the subdivided evaluation indicators,then forms a complete three-level indicator system,including 7 first-level indicators,17 second-level indicators and 50 third-level indicators.Thereafter,through distributing the AHP(Analytic Hierarchy Process)questionnaire to government personnel and experts,we calculate the weights of the indicators at all levels and determine the index synthesis scheme.In order to further verify and analyze the effects of the operation result of index,this study finally selects fifteen new first-tier cities as research objects,as well as processes and calculated the related data.The results show that from 2015 to 2017 the social stability of the new first-tier cities is generally good,and the effectiveness of social governance is quite impressive,but there are also cases where the scores of individual cities fluctuate drastically.The factors that pose the greatest threat to the society stability of new first-tier cities as a whole are distributed in the fields of population,economy and ecological environment.To this end,the government needs to strengthen supervision and adopt targeted governance countermeasures and behaviors.
