Performance appraisal is one of the core functions of the civil servants management,which is important to reform and improve the civil servant system, and enhancing the overall quality of the civil servant, ensuring the government operations efficient. In recent years,Zibo government has achieved considerable results in the civil servant construition and has also carried out some reforms in performance appraisal system, but the healthy development of the civil servant has been hindered due to the problem in performance appraisal.The paper, taking full advantage of modern human resource management theory, in light of China's reform of the civil servant system, based on the reality of Zibo civil servant, studies the construction and the selection of assessment methods of Zibo civil servant' performance appraisal index system, which is necessary to the civil servant system reform.First,The paper briefly introduces the purpose and the significance of the Zibo civil servant performance appraisal, and introduces the current study situation at home and abroad, and elaborates on the major contents and methods, structure. Secondly, it integrates some study results, and elaborates on the base theory of the performance appraisal, including the concept, meaning, function, role,the general principles and procedures of performance assessment. Thirdly, it introduces the status of Zibo civil servant,and analyzes the problems and causes of performance appraisal,in accordance with the relevant provision and implementation. Fourthly, in the use of modern human resource management theory and the quantitative and qualitative principle,it has designed the index system of zibo civil servant performance appraisal. At last, the paper analyzes the methods choice of the civil servant performance appraisal, and puts forward recommendations.This paper presents the civil servant performance appraisal assessment indicators and methods, which is made close attention and thought during the time of my imiversity life in Qingdao, at the same time, I read a lot of relevant documents and make a certain amount of investigation and analysis on the civil servant system and operational status, and put forward the structural model of zibo civil servant performance appraisal, which is the first time to analyze the construction of the performance appraisal system indicators. canforming to the relevant state policies, it is simple and practical,the innovetion of in line with the actual situation of Zibo, which can promote the innovation of the civil servant examination system.
