Research On The Citizen Participation In Public Policy-Making Of China

As the essential concept in political science and theory of democracy, citizen participation has caught much attention from both domestic and abroad. While the earlier one was in political field, nowadays, the citizen participation in administrative field is gradually becoming an international trend with the in-depth development of democracy.And the citizen participation in public policy-making has already been the main research subject in academic circles. Citizen participation in full swing has been playing great role in implement of democratic politics and quality public policy-making. But in china, there are many problems and conflicts that cannot be ignored, with the citizen participation in public policy-making developing aggressively. It's of great significance for the developing citizen participation in china to explore the problem mentioned above. Especially the issues about the paths and recognition of the present situation.This paper tries to explore further on this issue based on the overall previous researches.Firstly, the values of citizen participation are analyzed. It's believed that this job will play rewarding role in the faith of democracy and safeguarding the civil rights, so the democratization and efficiency of public policy-making as well.Secondly, this paper figures out the present situation and the existing problems of the citizen participation in our public policy-making,followed by the chief causes for the existing problems. Furthermore, the measures which should be taken include the aspects below: regulations for citizen participation; smooth channels for citizen participation; organization; culture building; cultivate the abilities of citizen for participation.
