Problem Of Citizen Participation In China's Public Policy Making

Citizen participation in public policy making is the important factor.Traditionalparticipation theory, new public management theory and decision theory provide atheoretical basis for citizen to participate in the study of public policy making. Thecitizen participation of China’s public policy making has their own activity form andaslo existis problems.This paper analyzes the problems, and finds the reasons whichhinder the policy making, then puts forward the measures to resolve the problem. In thepolicy making process, the government and the citizens should try their best, continuousimprove and innovate of the system, and eventually put citizen participation into effectthrough the reform of public decision-making system.In the process of public policymaking,on the one hand,we need to promote institution buliding to widen the channelsof citizen participation in public policy-making;on the other hand,gorvernrnent andcitizens also need the joint efforts of both sides: the citizens through the guidance ofeducation and democracy at the grassroots level practice enhanced awareness ofparticipation, improve the ability to participate in government;the government needs toestablish the correct value orientation and change the public decision-making system toidentify the right of citizens to participate in legal form,and finally the paticipation ofcitizens in public formulation will fall to real point.
