From the squire governance of "Drawback County" to the high integration of state power which suppresses the village autonomy; From the decentralization of rural governance to diversified power management model,the boundaries between national governance and the autonomy of village communities determines the rural order.Today, China’s rural governance coexists with formal organizations and informal organizations, formal rules and informal rules. The legal text clearly defined the boundaries and principles of village autonomy and governance rights. Nevertheless, the scenes of real life is much more complicated than what have imagined. The temple fair is the traditional customs of village and an important part of village culture system.There is a complete endogenous system to promote the running of the temple order which obviously lead the temple order smoothly without legal intervention. We can safely define the matter as utter self-governments; but with the development of urbanization in rural areas,temple—especially the temple banquet, contributing to nothing but extravagance,waste and peer pressure,all these have a negative impact on the regional economy development. When it comes to fightings and traffic accidents, these are the issues of self-governments any more, but the scope of government governance. So what is the boundary between village autonomy and governance of government? Is there a room for coupling in terms of space and conditions?On the basis of the discussion above,this essay will be divided into seven parts:The first part puts forward the issues and study object of the essay by investingating the phenomenon of "Temple banquet ban"in Chaoyang town,Zhangzhou City, as well as to sort out the relevant theoretical research and evaluation,to find the starting point of the study.The second part, mainly presents the village governance structure changes and clearly define define the current model of rural governance structure.,meanwhile analyzing the formal/informal organizations and rules within the village governance so as to provide related theories for the next parts.The third part uses the fieldwork method, described Chaoyang town Zhang zhou City and temple fair,the rules of temple fair of village governance along with the introduction of the causes and consequences of the government "temple banquet ban", in order to extend the theory to provide authentic and ample empirical material.The fourth part dicusses the enforcement mechanism of temple banquet habits, and explains the external reasons that why villagers can not quit temple banquet; the rules of autonomy in the village can improve the situation to a certain extent but having its’certain limits; and finally finds the outside legal regulation in temple feast custom is not well accommodated.The fifth part of the content follows the same clue which is left in last part and there are certain limits in village autonomy that needs the government intervention, but it is restricted by the national law and institution as well as the limits of objective situation of village. This section attempts to find the governance logic action toward the temple.The sixth section focuses on the implementation of the government injunction finds operation model and specific practice in this administrative power, and evaluates the validity and legality of its action. When government injunction embedded in the habits, how does the temple banquet habit diminish? The villagers cognitive and reaction can illustrate the results of government control.Finally, as it has be stated,to sum up with the village autonomy and the integration of governance in which rural order regenerate, and interactive practice between governance and autonomy of the village gives a full play.From waht have anlyzed above,we can find that when the villagers can not overcome the externality due to habitual pressure; the existence of the limits of autonomous rules in the village organizations; Being short in outside legal assistance, the government will selectively intervene, strategically push forward and built-in govern,thus,as to realize the inversion and internalization of the government prohibition, integrate with the customs,lead to the cooperation between village autonomy and governance of government and finally fresh the rural orders.
