With the opening policy and further reform in China, the sector labor unions are facing serious challenges, such as the change of the economic system, government's administrative model, the enterprises' business approach and the employees' structure. Many changes occurred in the ownership form, business approach, and labor relationship. Therefore, many functions of industrial labor union must take in the fields of social benefits adjustment, labor relationship coordination and so on. Especially, with the fast industry structure reform, many private-owned enterprises and immigrant workers from countryside appear in Shanghai; sector labor union must meet the reform and development needs.The thesis is the study on how to reform and develop the sector labor union to keep up with the changes both domestically and abroad. The research method is the literature review and the focused group discussion with theories of organizational reform and development. The historic background of sector labor union is introduced, and Shanghai Administrative Bureau of Municipal Environment as a case study. The thesis offers some principles and suggestions for the reform and development of sector labor union.The first chapter introduces the background, objectives and method of the paper. The second chapter is the concepts, models, and related theories of organizational reform. The third chapter is the history, reform process and functions of the sector labor union of Shanghai Administrative Bureau of Municipal Environment. The fourth chapter is the analysis of the strategy, personnel, structure and leadership. The fifth chapter is the opinions, evaluations and suggestions from the related groups for the reform and development. The sixth chapter is based on the personnel, structure, culture and environment to study the organizational development of sector labor union of Shanghai Administrative Bureau of Municipal Environment. Finally, the author tries to make some valuable suggestions consisted of supporting, training, motivating and constructing mechanisms.Different industries have different characteristics and development models.
