Culture management is the highest state of organization management.The organizational culture identification of members and its extent profoundly influence the development potential and management level of organizations.Meanwhile,it also embodies the altitude and quality of organization culture construction.Organizational culture identification has important research significance,such as reflecting the degree of organizational members' acceptance and identification,strengthening the internal cohesion and internalizing the principle value of organizations.Moreover,in those public sectors which emphasize the public ideal and value,the organizational members' identification extent on this concept will directly affect the management and service level of public sectors.Besides,it will influence the construction level of internal team in organizations.Consequently,research on organizational culture identification of public sectors has a profound and important significance.In an example of one city's traffic police detachment as the public sector,this survey is conducted mainly through questionnaire and interview to explore its organizational culture identification from four angles:cognitive level,emotional level,behavior level and social level.Through analysis,the extent of organizational culture identification is high on the whole;however,it is relatively lower in cognitive and emotional levels.Besides,it significantly differs in many aspects,such as working time,the way to join traffic police,position and department.The primary existing problems of organizational culture identification are:firstly,members have shallow understandings on organizational culture.It is manifested in too many core values,lack of logic for cultural concepts and serious formalism tendency;secondly,there is lower identification on cognitive and emotional level;thirdly,the identification in inner organizational culture is imbalanced,which is displayed in two aspects:organizational level and individual level.In organizational level,squadron police have less identification on their organizational culture than that of security departments and brigades.In individual level,compared with section chief(police inspector,squadron leader and instructor),principal staff member and other police,the director of a department has higher identification on organizational culture.It can be concluded through analysis that its causes are mainly in two facets.The influencing factors in organizational level are the stigma of public sectors,leaders and distorted internal incentives.But the influencing factors in individual level mainly are differences between diverse individual needs and organizational goals,individual differences in the way to join organizations,position and department,differences of working time,etc.On the basis of summary analysis,some suggestions are put forward to improve the,organizational culture of public sectors from cognitive and emotional angles as well as the angle of behavior socialization.In cognitive and emotional angles,it is advised to clear the organizational culture concepts and connotations,promote the integration of material culture and enhance the propaganda of organizational culture.While in the angle of behavior socialization,it is necessary to implement the requirements of cultural concepts,strengthen the construction of grass-roots team and improve the internal incentives.
