Study On The Relationship Between The Villages And Towns Under The Villager Autonomy

With the disintegration of the people's commune and the implementation of the contracted responsibility system in China., the Villager Autonomy, as the entia of democratic vote, democratic administration, democratic supervision and democratic decision-making has appeared and developed gradually. The Villager Autonomy has promoted the development of Chinese country politics, economy, culture, the enhancing of peasantry democratic consciousness and participation mind. But it also meets with some problems. This thesis tries to study the relationship between the villages and the towns.According to the text, our country implements the government pattern of "town administration and village autonomy". In fact, the national administrative powers must go down to the villagers to assimilate the resources and to put up the modernizing mobilization. In the increasingly democratizing days, the towns' intervention in the villager autonomy inevitably meets with the villages' resistance, which forms friction whose outcome is the intensity of the relationship between the relationship between the towns and the villages.The essential of the friction is the towns' administrative powers' intervention in the villager autonomy powers. The other reasons of the friction between the town government and the village committee such as faintness of the understanding, the ambiguity of the system prescription and the inertial effect of the traditional system, prick up their conflict . The solution is to change the national development strategy.We must change the country cadres' ideas, advance the country cadres' cognition and strengthen their education, implement the transition of the town government function divided clearly and systematically in order to build up a suit of logical public rights deployment mechanism. We should also legal system construction and return the rights to people.
