Study On The Optimization Of Government Performance Management Process In China

This article chooses the important content of government performance------theprocess of performance management as the research object and it suggests that optimizing government performance management process will be an effective way of promoting the government's ability .To the current situation of performance management process of our government, this text puts forward the better process plan of government performance management .All of this wants to make the work of government performance management standardized and systematized, thus improves efficiency of the government department work and public service level.This paper includes six parts. The first part is the introduction .In this part ,it introduces the research back ground, the importance of the title selection and survey of the related research both at home and abroad .And it also indicates the approach and path of the research. The second part points out the basic intention with government performance, government performance management, government performance management process.Then it introduces the relationship with individual performance management and organization performance management. The third part analyzes the problems and its causes in our current process of government performance management .Furthermore, there is not excellent process of our government performance management whether in theory or practice, lacking the deep recognition of the stages of performance execution and performance feedback and good combination of all the stages. The fourth part generalizes the institutional basic of the system includes decentralization, competition mechanism, customer target, result-based management in government performance management. The fifth part indicates the detail optimization and design of the government performance management process. As a conclusion ,the article points out that optimization of the measures includes: constitution of process system,design of index,choice of ways,distribution of time,execution of stages and implement of performance feedback .Finally, the last part of the paper points out the procedure of the practice in detail and proposed several research suggestions in the process.
