On Citizen Participation In The Public Policy

It is an important issue for us to make our policy system more scientific democratic. The public's policy-participation is an important way to realize it. In the 21st century, the form of the public's policy-participation is not only political vote, but also participation into the whole process of public police. We must change government's leading role in the policy-making. Government and citizen should be cooperator in the field of public policy. During the process of cooperation, the right of policy-making will return to citizen from the government. Today, citizen should be leading actor in the policy-making, while the government should make active respond to citizen. The maximization of public interest can be realized in the mutual process.The paper analyzes the concept of citizen participation and makes sure that citizen participates the whole process of public policy and the aims of citizen participation are to pursuit public spirit and realization of citizenship and to realize the maximization of public interest and develop democracy. The paper tries to establish a new system of citizen participation into public policy, based on the theories and practice from developed countries. Comparing the new system with the existing Chinese system of citizen participation into public policy, we find that there are some problems in our existing system. In the last part of the paper, we take serial measures to improve our system of citizen participation into public policy.
