Research On The Public Administration Of Community In Shanghai

During reform and opening up in China, the reform of market economy system is going comprehensively and thoroughly. As the result, each domain, the community included, of the city, changes evidently. The community construction in Shanghai is earlier, which brings that the Shanghai pattern of "municipal-district government, municipal-district-subdistrict administration, municipal-district-subdistrict-neighorhood network" has been one of the community governance models of the country. As we know, the Shanghai pattern starts with the reform of subdistrict administration , which says the official organization plays an important role. Studying the case of Weifang subdistrict of Pudong district, the dissertation puts more emphasis on researching the responsibilities, functions and operation of the official organization which are Weifang subdistrict and the organizations of Pudong district posting to the community. From this research, many problems exist. So we should draw on the experiences of typical organizations' setting, responsibilities, functions among other cities and countries, reconstruct the public administration of community in the goal pattern of community governance in Shanghai, and advance the laws, policies and reform ways.The introduction explicates the intention and significance of the study, theories and some relative concepts that appear in following paper, the background of the study, the dissertation structure and the methods.The first chapter discusses the responsibilities, functions and different relations between Weifang subdistrict and the organizations of Pudong district posting to the community, separately in the period of "municipal-district government, municipal administration" , "municipal-district government, municipal-district administration", and "municipal-district government, municipal-district- subdistrict administration".At the beginning of the second chapter, some regulations and policies of public administration of the community are discussed , on which base , the public administration of Weifang community of Pudong district is taken for example. And then, the new and old problems of official organization governing the community in Shanghai which are not agree with the regulations and policies are discussed profoundly.The third chapter discusses the current situation of the public administration of community in Baixia district of Nanjing, Jianghan district of Wuhan, America, Japan and Singapore, which are compared and whose experiences are drawn on..The forth chapter discusses that on the base of the current situation of the public administration of community in Shanghai and the trend of the development of the community in other countries, the goal pattern of community governance which is multi-cooperation is raised. Following the goal model, the regulations and policies should be formulated, the immediate and distant reform ways of the public administration of community in Shanghai should be put forward.Finally the conclusions are made. As the pattern of community governance changes from administration-oriented to multi-cooperation, the government should devolute its power and transform its functions. More and more specific regulations and policies are also demanded. More scholars are expected to plunge into the research on the public administration of community.
