This paper discusses the background, process, contents and experience of Australian Public Service (APS)'s reform (1983-2005), analyzes its time, innovation and superiority to show its disciplines and experience and to predict its tendency, to enlighten the civil servants' system's reform of China both in a theoretical and a practical way.This paper consists of five parts except the introduction. Chapter 1 briefs on the situation of APS which contains the concept and structure of APS employees, their managing constitutions and the function, as well as the developing history of APS.Chapter 2 mainly introduces the 'New Public Management Movement' .It started from 80s in last century and has built a very important background for the APS reform. At that time, New Labor Party government took a series of new and effective actions in fields of economy, governmental structure and Public Service etc.Chapter 3 and 4 elaborate and analyze the APS reform (1983-2005), which are taken as the main body of this paper. Starting with the APS values and code of conduct, Chapter 3 details some characteristic contents in personnel management like training, recruiting, position classifying and salary management etc. The APS values and code of conduct in '1999 Public Service Act' are regarded as the essence of APS which penetrated in every personnel affair's practice. Australian government owns a relatively perfect probationary system and management system of probationary employees. Australian government defined the legal framework and basic conditions of employ strictly and elastically, standardized its process, and built the 'APS Employment Database Reporting System'. Australia carries out the 'broad classifying' system and a fair and flexible payment system based on position classifying. The income of APS employees increases year by year. Making more efforts on performance management and capability development of APS employees is a lightspot of APS reform. So Chapter 4 focuses on APS employees' capability management system regarded as the core of the instruction of APS employees' capability. This system consists of two parts: capability management system for APS and for SES, which respectively has its own capability model, training system and competence assessment system.Chapter 5 sums up the experience of APS reform. The management of APS employees has a completed legal system with strict implementation; its personnel management with extensive and reasonable authorization is legal and flexible; it aims at achievability and improving the effectiveness of organizations; it implements the 'elite' spirit of APS employees, reduces the number, however, strengthens the quality; it maintains fairness, controls message transparency appropriately, fully protects the rights and benefits of the female, the old and the handicapped. These merits of APS reform must have positive meaning towards the further improvement of Chinese civil servants' system.
