An Analysis Of Transforming Approach From Inefficient Government To Efficient Government

Model of social governance innovation is the basic content of accelerating national governance system and governance capacity modernization,is the inevitable result of Chinese economic and social development,is a great contribution of the party theory of socialism with Chinese characteristics,is an important carrier of life of urban and rural residents in happiness of life,social satisfaction,national sense of belonging.Promoting social governance innovation has a lot of ways;one of the important ways is to complete the transition from inefficient government to efficient government administration.The Party of the third Plenary Session of the 18th CPC Central Committee pointed out that"improving government efficiency,build efficient government" is requirements of the government efficiency,is an urgent task in China of the effectiveness of the government construction,is also an important task of promoting social governance innovation work.This paper combined with the practice of model of social governance innovation in Suzhou City SP District,on account of public governance theory,public management theory,public choice theory and so on,discussed of how changed from the inefficient government to efficient government.In order to combine theory with practice,it has service and innovation.The author and mentor team personally went to Suzhou City SP District to make a thorough investigation,and investigated and interviewed very detailed and in-depth other relevant personnel of politics and Law Committee,Public Security Bureau,traffic police brigade,social development bureau,in the new social firm,science and Technology Bureau and the Bureau of administrative examination,also inspected and recorded the relevant information of their departments.Therefore,this research has an overall grasp.This thesis mainly adopts the method of combining theoretical analysis with empirical analysis,which is divided into two parts.The first is the basic theory research,which expounds the problems and defects of the inefficient government under the traditional mechanism,and thus calls for the construction of efficient government.It mainly analyzes the difference between the inefficient government and the efficient government from the related variables.The second mainly embarks from the concrete practice,according to the four difference,respectively discussed Suzhou City SP District how transformed from inefficient government to efficient government,thus promoted social governance innovation.The main ways have fourth,including:strengthening the cooperation between government and Community Park,establishing a unified information database,implementing of the "Internet plus government",establishing"one-stop service center".Finally,the author obtained four conclusions.Firstly,the construction of the effectiveness of the government is the best way to research on the innovation of social governance in Suzhou City SP District.Secondly,cooperation of government and Community Park,administrative efficiency are low both hindering the completion of the government to change the inefficient and efficient government.Thirdly,"Internet plus government service",is the most important way to promote the transformation of the efficient government.Fourth,the transformation of the inefficient and efficient government has other ways to promote fully.
