The rudiment of our retirement system formed in 1950's initial stage, though revised several time, is still not able to adapt to economic and social development of our country completely. In fact , the phenomenon of earlier retiring universalizing, withdraw from job without band, the inequality of retirement age of men and women and so on, indicate that retirement system lagged to productivity is one of the key factor that affects the pension payment , the society equity and the pressure of our country job market. The most outstanding problem in retirement system is prescript of retirement age has quality of lag , stiffness and inequality. A lot of problems existing in legal retirement age of our country leads to large amount of the human capital dissipation, and has aggravated the burden of annuities to a certain extent .Besides, different retirement age between men and women, neither accord with the demand of harmonious society and social equity. As a result, according to the current situation of our economy development, using legislating form to forecast scientifically and ascertaining legal retirement age rationally, have importance to concrete problems in promoting the institutions of legal working system, building the social security legal system , resolving practice problems. The main body of this book based present academic circles theory , future Chinese population age structure and the pension store status as basis ,combining with the social security system, taking retirement age as visual angle ,comments on and analyses our retirement system, based in experience and lessons ,suggested some perfect ideas specifically for our current system of retirement age .The full text includes four parts.The first part commented the present situation and basic question of our retirement system. The author starts with the fundamental significance of retirement and the upper concept of labor economics, stated our current retirement system fully and clearly, analyzed the legal condition of retirement , emphatically pointed out working out system of retirement age had important significance. But speaking concretely, in practice , there be existing legal retirement age and actual retirement age in our country, and actual retirement age is lower than legal retirement age, analyzing reason like retirement age: some people retired owing to our country encouragement policy so as to some people actual retirement age earlier than their legal retirement age, those belong to legal retirement , however, some wokers due to corporation policy of reducing the staff in disregard of the relevant rules and regulations, it makes a part of the worker who not having reached legal retirement age retire ahead of time, those people belong to shifting to an earlier date violating regulation of retirement. With development of the economy, the effect of retirement ahead of time have already testified that policy having gone against the original intention of working out person , the policy can not play arriving at anticipate originally role. This article discussed the significance of setting down retirement age. It has emphasized that retirement age affected annuities ,market for labor, competitive capability of economy and distributing and consuming ,has pointed out retirement age being related to national individual life unceasingly , related to the every aspects arriving at society more , related to the development of our country economy ,has emphasized the importance of setting down retirement age scientifically and rationally.In second part possibility of writer to retirement age adjustment carried on in detail analytical. Announce to public from current retirement age rule existent shortage, is the adjustment which all needs retirement age urgently to do an adequacy regardless in the system a top still a fulfillment. Concrete but speech, one is a retirement age of exaltation or not influence directly the old age pension pay a problem, along with population expectation life span of extension, exaltation retirement age, contribute to lightening old age pension burden, Two is the flexibility of retirement age turns and human resource of the exploitation is closely related, before the stiff provision of "a knife slice", neglected population an expectation life span of extension and citizen individual of difference, wasted a great deal of human resource thus, practice flexibility turn of retirement age policy, contribute to making use of human resource well, also be advantageous to worker personal value of realization, Three is men and women same age retirement and society fair of relation, at the beginning in consideration of care female, establishment of difference retirement age provision already unwell should the principle of modern sexual equality, since not agree with to match to set up harmonious social request, and then injure the female's every rights seriously. These two problems were with retirement system closely-related, and they are also the most familiar phenomenon in reality life. This text aims at different type of buying break work age, inquiry into the legitimacy and the illegal of its existence. According to the dissimilarity explains which buy break work age, its property isn't same either. Buying break work age is a society realistic of demand, is also a not perfect of the retirement system. For the sake of the rights of worker, we should speed the step of retire system reform. Moreover, this text makes a study on hiring after been retired. Extension of the life span and retirement age is low in fact, which makes some workers of well-trained technical ability were hired to return to work post after retired. And it is an important path to the old people work, Because system is not perfect, return to hire has been still faced a lot of problems, and happened a lot of disputes in the near future. the writer put forward own suggestion on the ground of these problems.
