Neo-Regionalism In East Asia

Along with the starting and development of the new regionalism in world scope, the research of new regionalism related with the international theory elevates temperature once again, which gradually becomes a new tide. The new regionalism of East Asia, which is causing our country's international relations educational world specially the East Asian area politics and economy studies scholar's special attention, also becomes an important divergence of this new tide. This article is precisely carried on under such practical background and the academic background. This paper bases on the concept of new regionalism of East Asia, which mainly includes the starting, the characteristic, the origin and the pattern of future, and preliminarily discusses China's strategic choice under the frame of new regionalism of East Asia.The paper includes four parts. The first part mainly elaborates the starting of new regionalism of East Asia. This part wants to answer the question what is the new regionalism of East Asia, mainly through introducing the domestic and foreign scholars' standard explained. This paper approves Dr. Xiao's explanation to the new regionalism of East Asia. The first part has also analyzed the progress of the regionalism of East Asia from old to the recent development course. This article recognized the regionalism is an open concept, and thought the old regionalism of East Asia has produced at the c East Asia universal system stage characterized as "the Chinese-foreigner order", and the new regionalism of East Asia starts in the 1980s.The second part of this paper mainly discusses the characteristic and the origin of new regionalism of East Asia. This paper tells us that the characteristic of new regionalism of East Asia mainly manifests in his openness, looseness as well as does not intervene the sovereignty. The discussion of the origin of new regionalism of East Asia mainly from the international politics and economy development tendency in 1980s, analyzes the important background condition which the East Asia new regionalism of East Asia emerges. There are several important backgrounds: the interaction of regionalism and the multilateral principle,the ending of the cold war, world economical globalization and group's development, the transformation of both American policy and developing nations.The third part has analyzed the function and the developing pattern in the future of new regionalism of East Asia. According to the analyzes above, we can draw such conclusion: The second kind named "complex inter-countries regimes " is the most possible pattern, the first kind named "advances gradual ultra nations" is a more possible pattern, The third kind named "the kind of European Union pattern" is quite remote, The forth kind named "the union constitutionalism arrangement pattern" is quite ideal but there is no foundation to realize in East Asia, The fifth kind named "the neo- Medieval order" is the most ideal pattern, the sixth kind named "regional hegemony pattern" is impossible to realize neither based on practices or psychology of East Asian's people.The fourth part has mainly discussed China's strategic choice under the frame of new regionalism of East Asia. In the beginning of this part, it is carried on the explanation to the regionalism core value, pointed out that the core value of regionalism manifests in the following three aspects: the local benefit first, the area affairs first and the local common goal supreme, which can summarize as "the area first" principle. The area first principle which is the core value of regionalism has decided China's East Asian strategy not merely seeking china's superiority in East Asia, but seeking East Asia's superiority in the world. The regionalism strategy should become China's important choice which can help us to develop, to fulfill the local responsibilities and to display global influence. Therefore, as a great nation in East Asia, China's regionalism strategy should manifest in the following two aspects: One, take the East Asian area as the backing, achieves the Chinese own developmental strategic target; Two, positively impels cooperation within East Asian nations, seeks East Asia's superiority in the world ;Moreover, as Chinese scholars, we also should set up the great strategic idea, thoroughly carry on the research of constructing of the local community, put forward the "China proposes".
