Participation And Development: A Research On The Self-organization Of Migrant Workers During The Course Of Public Governance

Not only is Maintenance of migrant workers' rights and interests one of the controversial social issues, but also the focuses paid attention to by government. Therefore, government has been taking many countermeasures to maintain migrant workers' rights and interests, but the problems haven't been solved yet. That the necessity of transition of the economic society is decided by time and the degree of execution of the relevant laws and policies is insufficient are attributed to the reasons leading to the problems, but one of the basic reasons is the insufficiency of guiding of organization. When moving into the cities, the migrant workers are faced to a labor market of incomplete competition and Asymmetrical information which is so-called market malfunction. According to the theories on classical economics, the function of organization should be shown to improve and safeguard the efficiency of marketing operation when the market is in malfunction. As two objects of organization: both the government with market meddler and self- organization with market participant are out of function. Especially the trade union as a system of speaking for collective has been in malfunctions, which leads to limitation of function of organizations and lack of migrant workers' demand for organizations. At present, because of their being aware of lack of guiding of organization, they start constructing their organizations such as Association for the fellow villagers, Association for migrant workers, and Trade union for migrant workers etc. The author tries to discuss the migrant workers' self-organization and gives some advisable and practical advice: one is to provide a new research view and approach for perfecting and realizing the policies on migrant workers and for maintaining migrant workers' rights and interests better; another is how to solve the problem of the representation arrangement of the working class of new generation and how to construct the representation system and expression channels of interests under the situation of malfunctions of Representation and influence of official trade union based on state-owned enterprise. Also, it is of great significance to maintain migrant workers etc.Based on the relevant research results of in and out our country, with the methods of questionnaire and record of investigation, the author tries to write the thesis of migrant workers in Participation and Development during the course of public governance. The thesis includes five parts in all. The first part is to research into background, significance, type, and the author gives some problems, for example, what is the self-organization of migrant workers? Whether its existence is legal? The second part is to introduce the government is the migrant workers the rationale which exists from the organization and develops. The migrant workers malfunctions in the market with in the official organization vacancy situation, started from organization's exploration, also obtain the public the approval. According to governance theory "each kind public and personal organization so long as it exercises the authority obtained public's approval, all possibly becomes in each different stratification planate authority center", therefore the self-organization of migrant workers may take becomes the governance main body to exist. The third part has analyzed the migrant workers from the theory stratification plane the reality basis which exists from the organization and develops is its legitimacy.
