In our country, the government has all along given priority to the efforts of safeguarding the minor's rights and interests. Stipulations that have been successively made in the Law on the Protection of the Minors and Law on Prevention of Juvenile Delinquency ensure that there are laws to go by in the sphere. Accordingly, a system of protection and prevention from all aspects, ranging from their families, schools, to the society and judiciary, has been established. Despite some achievements, it should not be neglected that some weak points still exist in the system on the prevention of juvenile delinquency. The system aims to help restrain the minors' acts of indiscretion, rather than to meet the appeals for their rights and interests. The thesis mainly examines how to safeguard the minors' legitimate rights and interests under the rule of law.From the perspective of Sociology of Law, with on-the-spot investigations made in Juvenile Reformatory in Lanzhou Prison, Gansu Province, the thesis analyzes the causes of juvenile delinquency objectively and proposes some solutions.The thesis consists of three parts. The first part, i.e. the second and third chapter, constructs the related theories. Based on the previous studies, this part puts forth a theoretical framework by listing various factors of developing projects to prevent juvenile delinquency. The second part (the fourth chapter) reports the on-the-spot investigation. By analyzing data from the investigation, this part describes the current situation about juvenile delinquency objectively and points out that there are still disparities between prevention of juvenile delinquency in reality and that in the proposed project. The last part mainly deals with the theoretical analysis. In this theoretical framework, causes for juvenile delinquency have been explored and analyzed. The thesis concludes with some solutions to the problems.
