The Rule Of Law In Administration: The Path Selection Of Administrative Modernization In China

Since the birth of the modernization theory, every field of human has involved in the process of modernizing. The social modernization, the economical modernization, the political modernization as well as human's modernization theory become a hot topic increasingly. Administration, as an important category, also has been included in the vision of theory naturally. Because of different interpretations of the connotation of modernization, the majority of people pay more attention to advanced standard and the technology content, for evaluating the modernization process. No wonder, modernization is scientific oriented, driven by the industrial revolution. However, scientific orientation often leads to misunderstanding. The science and technology lies in noblly reality, the humanity lies in noblly goodness. The technical and sciencial development only brings progress in material level, even brings certain threats to the order of society. As we enjoying the pleasant sensation, brought out by our sufficient material life, we often fell confusion inevitably and begin to rethink the value of the life. Exactly, the confusion and rethinking make us to set a new social order. But, building a kind of new social order must depend on the government rather than one people. As the guard of order, the government must complete hers own order firstly,. A disorder government,even equiped with the advanced technical product, can not bring orderness, only the pleasure of management, the enhancement of injury ability and the revolt desire. The government must be socieal model, transmits the positive upward value idea to the society.With the development of reform-and-open policy, the market economy system will improve gradually in China ,a nation with a tradition of ruling of people for about two thousand years. China's complete market economy status was also acknowledged by the majority of countries. However, with the view of internal micro observation, we would find that the administration system will constraint the economic progress. The Chinese government is reconsidering what is the next step to reform the administration system. In this article, we attempt to make some theory explorations as to administrative reform,in the hope of providing some ideas to China's administrative reform.This paper covers three parts:Partâ… : The introduction of concept concerned about administrative modernization. Through the revelation of the administration and the modernization to summarize the administrative modernization implication.
