With further reform of the governmental system and the rapid development of governmental information system, great progress and achievements have been made in the construction of E-government and'one-door service'in our country. An important concept of the establishment of a service government is to devote more to the organization of fundamental public service and supply, so that the government can provide the citizens efficient and convenient service with appetence as well. Because of the late beginning of E-government and'one-door service'in our country, the comprehensive function at present is not quite satisfactory and lacks strong motivation of development. Therefore, our people are not quite satisfied, mainly with the clarity of the publication of government affairs, the efficiency of the flow of affair-handling, and the variety of the ways of service etc. There are many reasons for this, but one of the prime ones is that E-government and'one-door service'don't cooperate with each other in their development.The present comprehensive reform in Pudong New District and the World Expo. in 2010 are regarded as two important chances for the next five years development of this area. Further reform of executive management system and construction of a public service government is the focus and also difficult point of Pudong comprehensive reform. Although a'little government, big society'management system has been built in Pudong, such phenomena as neglect of duty still exist in government service. With the present comprehensive reform as a turning point, Pudong New District Committee and the local government bring forward their policies, that is, to focus on the further reform of executive management system, to definitize and strengthen the core function of the government and to construct a responsible service government guided by law. This situation provides a great opportunity for the cooperative development of E-government and'one-door'service centers in communities. To achieve the cooperative development, the government should reengineer the business process in the internal government departments and integrate information resources. Utilizing the advantages of'one-door'service centers and e-government, the government can provide various service for the citizens and businesses (i.e. G-C/G-B) and achieve the aim of the cooperative development of E-government and'one-door'service centers, that is, to build an efficient, public and convenient service government.With the cooperative development of E-government and'one-door'service centers in communities in Pudong New District as its topic, this paper begins with the present situation and problems of E-government and'one-door'service and attempts to find and study the common problems existing in both kinds of service: the virtual one (governmental websites) and the material one ('one-door'service centers), so as to assess governmental functions properly and offer useful reference for the innovation of public service.
