The paper starts from the affair that the several terrorists attacked the World Trade Buildings. And it emphasizes on the diplomatic strategies of George W. Bush administration. These diplomatic strategies are produced at the age of the terrorism and the theory of new imperialism spreading out. These strategies aim at attacking terrorism by preemptive war without being acquired by the United Nations' permission and most countries' supports. These diplomatic strategies affect the current international system greatly. They challenge the authority of international law and United Nations and rebuild the countries relations, as well as changing the international order. It is worth observing what George W. Bush administration will readjust in the second tenure.
