Research On Performance Evaluation Of E-government At County Level

Performance issue which exists in every field of economic and social development is avery important and crucial part. And it has attracted peoples’ attention and they have done alot of research on it. As a pusher and implementer of the innovation of county governmentmanagement, e-government has played a basic guarantee role in the service transformationand sublimation of concept of county management. Therefore, when implementinge-government, the county government should not only consider the need and managementitself but more importantly, it should put people or the enterprises’ need in the first place.While the e-government has developed to some degree, the county level E-Governmentaffairs also get corresponding attention. However, because of its complexity and particularity,it cannot be widely recognized by people, this leads to some confusion to the current situationand also to the next stage of the planning and construction of e-government. This is mainlybecause there hasn’t been a sound evaluation criterion of the system of county levelE-Government performance. Therefore, the study on the performance evaluation of countylevel E-Government is of great significance both for enriching the relevant theory and also forguiding practice.This essay focus on the performance evaluation of E—Government at the county levelwith the related theory of economics, management, systematic, scientific management and soon. By analyzing the theory of existing research and achievement at home and abroad, thetrain of thought finally put forward by this paper. This article gets the related theory researchmainly from the electronic government performance evaluation at the county level. Throughthe study on electronic government affairs at the county level and the governmentperformance evaluation theory, characteristics and evaluation purpose, evaluation standardsand index system construction principle and influence factors, this paper establishes theperformance evaluation index system of E-government at county level. And according toapplicable range and the advantages and disadvantages of current mainstream evaluationmethod, this paper elects comprehensive evaluation method and evaluation system ofE-government at county level. Finally by analyzing an example, this paper tests the feasibilityand finds the theory value and extension value of comprehensive evaluation method.Results and conclusion: The paper attempts to put forward the concepts of e-governmentand county level E-Government. It makes a study on the features of county e-government andmeanwhile it puts forward the concept of performance evaluation, the modes and procedures of county level E-Government evaluation. By studying the evaluation system and influencingfactors of e-government, it constructs three frameworks (e-performance, governmentperformance and integrative performance) and31third-class indexes. Moreover, it makes aresearch on the evaluation of every index of county-level E-Government. By analyzing andcomparing the main-stream comprehensive evaluation methods, this essay gets the conclusionfrom the example of performance evaluation of E—Government at Zhidan county. It is showthat the study on the performance evaluation at county level E-Government’s index systemand evaluation of technology are effective and are of great significance both for enriching therelevant theory and also for guiding practice.
