Cultivate talents is the foundation of a country.Socialism with Chinese characteristics has entered a new era,and the new era requires new spirits and new things.The key is to have "new" cadres.At the same time,the construction of a team of highly qualified and professional cadres is also necessary of the implementation of the party's organizational line in the new era.This puts higher demands on the cultivation,selection,management and use of cadres,and it also poses severe challenges to the management of cadres of the grassroots government.In actual work,the management methods of cadre management in western county-level government are relatively traditional,and their drawbacks are gradually emerging.The civil servants at the ranks occupy a large proportion in the whole civil servants at the county-level government and are a very important part of the entire cadre team.In actual management,there is a phenomenon that the discipline is not very strict,the style is not very solid,and the role is not very good.This is not conducive to the goal of building a high-quality cadre team in the new era,improving the human resources management level of the entire civil service and improving the government's effectiveness.Therefore,it is necessary to strengthen the management of civil servants at the ranks.Based on the status quo,this paper takes S County of Sichuan Province as an example,selects civil servants at the ranks in S County as the research subject,analyzes its current situation,existing problems and causes,and proposes corresponding countermeasures on this basis.This article is divided into five parts.The first part is the introduction,which mainly expounds the background and research significance of this paper,and analyzes the research status at home and abroad.At the same time,it explains the research ideas,methods,main innovations and deficiencies of this paper.The second part is the concept definition and theoretical basis.This part defines the concept of civil servants and civil servants at the ranks,and expounds the basic principles of human resource management,the theory of demand hierarchy,the theory of two factors and the theory of goal setting.The third part is the current situation of the management of civil servants at the ranks in S County of Sichuan Province.This part analyzes the basic situation,role and main practices of managing civil servants at the ranks in the county.The fourth part analyzes the problems existing in the management of civil servants at the ranks in S county of Sichuan Province from the aspects of policies and regulations,ideological understanding,training and empowerment,supervision and care,and reward and punishment assessment.Also analyze the reasons for these problems.The fifth part puts forward countermeasures to strengthen the management of civil servants at the ranks in county-level government.The first is to strengthen publicity on the three aspects of thier units,civil servants at the ranks and the society.The second is to strengthen the training and improve the quality of civil servants at the ranks.The third is to improve the assessment by establishing the assessment consciousness,standardizing the assessment content,formulating the assessment methods and strengthening the application of the results.The fourth is to build a platform to start a career for civil servants at the ranks.The fifth is to strengthen the people-oriented concept,respect and care for civil servants at the ranks,and at the same time strengthen their supervision.
