This article is about the impact of American Congress on Sino-US relations. There are significant differences between the two countries on social systems, values, ideology etc. Among these, the Congress plays a very important part, made the Taiwan issue has become even more prominent. If we want to clarify the impact on Sino-U.S. relations, we must first analysis the political status of American Congress in the United States and its competence in foreign affairs. For 200 years, the Congress has played an important role in American political life, its impact is almost all-embracing. The political status of Congress is been settled from the provisions of the Constitution. According to the American Constitution, the President, Congress, the courts have separation of powers and keep balances of power. Between the president and Congress, the president can not make decision for Congress, which has no obligation to obey the president's proposal. And if the president wants to adopt a policy or bill, he must obtain the majority of the members of Congress, Otherwise, it will hardly be endorsed. Specific to foreign policy, according to the Constitution of the United States, diplomatic power is shared by the President and Congress. Although the president has the initiative in this regard, but the U.S. Congress as "the world's most powerful legislative body", it has legislative powers, financial powers, the right to ratify treaties and personnel, supervision, and the proposed resolution to endorse the right to participate in or influence the formulation and implementation of foreign policy. Such mutual contention between Congress and the president on foreign policy initiative in U.S. history has become a very striking phenomenon. Congress has laid its important status in the United States foreign policy.The Taiwan issue has the top priority in Sino-U.S. relations, it concerns to the healthy development of Sino-U.S. relations and might be the crux of the problem. The United States has multiple interests in the Taiwan Strait, therefore, in the face of the foreign policy on the Taiwan issue, Congress will play an immeasurable role. Taking the course of the development of Sino-U.S. relations, one can easily find that the negative role played by the Congress. The anti-China forces in the Congress continue to control Congress's attitude toward China and affect the United States policy on China. Of course, in different periods of history, the Congress has its characteristics impact.Through the "Formosa Resolution" passed smoothly, we can see that during the crisis in the Taiwan Strait which is a Sino-U.S. relations tense situation, the executive branch often grasps the initiative in the hands of the foreign policy making in the United States. Congress has shown a more subordinate to the White House, in cooperation with the president. This is a process of accumulation of diplomatic power on the president, since the founding of United States. And when the "Taiwan Relations Act" was published, because of the cold war confrontation, the loss of the Vietnam War, Congress has been largely to the return of power. the "Taiwan Relations Act" is not only an expression of the Congress's attitude of the United States of secret talks followed the establishment of diplomatic relations with China, but also express the Congress's interest in Taiwan .In the 1990s, the congress actively promoted Lee Teng-hui's visit to US and even enmity with China again, which resulted in the crisis in the Taiwan Strait. This shows the congress's participation of American foreign policy, Congress has clearly expressed its attitude towards the development of Sino-U.S. relations, and the anti-Chinese sentiments have always existed in congress. And the U.S. Congress has continued to undermine the development of Sino-U.S. relations, another major factor is that the attracts enormous economic and political interests. This is the "Taiwan Security Enhancement Act" in a particularly obvious. But, after all, the bill was finally shelved. This means the congress can not ascend to the top positioning the foreign affairs policy making process,. It is diifficult to form a unified views of its cause, especially in sensitive interests for the congress.The White House will be able to get a policy initiative, and the Congress can only be turned away at the door.In short, the Congress has played an important role in Sino-U.S. relations. And since the Cold War Congress was able to play an increasingly profound impact for both the historical origins and profound practical reasons. The leaders of the two countries to strengthen exchanges and dialogue between the American people and to strengthen the publicity work. However, we should change the United States Congress's stance on the Taiwan issue. The ultimate realization of the great cause of reunifying the motherland is the most fundamental ways also because of our own -- a democratic and prosperous China can only eventually won the respect of the world.
