Development Research In The Western Region Of The Third Sector

"The third sector"have grown vigorously all over the world since 1970s, but it just began to develop in our country. The thesis is defined at first"The third sector", which namely mean as to public department and private department independent and other aggregate. It is a department which between the government and commercial organization,and is made up of a set of organizations. The third sector will become one of three major departments existing side by side with the market and government, there is its unique characteristics.And the theory of the third sector has deep foundations, and these theoretical foundations have proved that it is the necessity the third sector exists to us.Since the 1990s, with the development of economy of our country, the third sector has a very important position too. Especially in the process of"development of western regions", the third sector plays a important role of its advantage. Firstly, it has promoted the transformation of the functions of the local government, the third sector make the local government concentrate energy on solving the thing done, has promoted efficiency and ability of managing public affairs of local government. Secondly,it promoted the local public service, for instance the resources of such welfare fields as the living out one's life in retirement,medical treatment, house,etc. which are insufficient, in order to promote the merger of the community, the stability of safeguarding the society has played important function. Meanwhile,the third sector and government are carried on the fair competition in the public articles of monopoly,which can improve the government's working efficiency. Thirdly, the third sector expands workforce's employment channel too. Fourthly, the third sector promotes the main strength of poor practice instead in the western cities and towns, because the abominable, lagging behind, restriction of many kinds of reasons slowly,etc. That economy is developed of mode of production that there are ecological environments in the west, the poor problem has been the difficult problem that the local government can't solve all the time, but the third sector has its advantage to solve this problem.Finally, the appearance of the third sector is to meet society's pluralistic demand , as economy is developing fast, people's demandt has also increasesed .The function of the third sector is to promote the development of west China which can't be ignored.At the same time the development of the third sector has a lot of questions that are being worried by people.Legal perfection, loophole, distinction between the functions of the government and those of enterprises, the third sector's own existing problem and issue of the capital source of management system, should draw our attention.Some questions are existing in the third sector, the article has proposed some policy recommendations. The local government should give up the conventional idea, pay more attention to the development of the third sector in the west. And the local government should open some unlocking fields in which the third sector can display its talent. Distinguishing the relation between the government and the third sector,which can make the third sector move towards autonomy progressively. Planning scientifically, solving the uneven state of region, breaking the monopoly situation, seting up scientific management system, and guiding the development order of the third sector. Making the local regulation policy of fostering development of the third sector,the government should create legal condition for development of the third sector. Strengthen department's self-building of the third sector, improving organizing the system, mechanism of management, independent managenment of the trades and personal management, improve the efficiency of serving. With more fund-raising channel,the third sector can obtain more appropriations of the government, give help to the society, thus solve the financial difficulty of the third sector.The article, by the way of raising the questions,analysing the questions , solving the problems and adopted the views of scholars and experts, has put forward the author's view too. In the last part, it is the focal point of the article,which is about developing the policy recommendations of the third sector.Firstly we can get the clear concept, function and existing problem of the third sector, could put forward the feasible suggestion.One of the main innovations of this text is to confine the western region as the center of the paper and has analysed the functionsof the third sectors from each aspect; Second, the paper has carried out a comparatively deep analysis into the existing problems of the third department in West China, and the data and cases are also abundant. Furthermore, the paper has given some suggestions on how to develop the third department in West China.
