Urban Resident's Minimum Living Guarantee System (hereinafter refer to as Minimum Living Guarantee System) refers to a social salvage system that the urban residents holding non-agricultural households, in case the per-capita income of the family members living together is lower than the minimum living guarantee standard of local urban residents, are entitled to obtain the basic material living aid from the local people's government and make their living conditions reach the minimum living guarantee standard. Minimum Living Guarantee System is the social salvage system implemented in most market economy states, which guarantee the basic survival rights of all citizens.In 1993, the Urban Resident's Minimum Living Guarantee System in our country was set up in China. To meet the poor urban residents'minimum living needs and promote the further development of economy, Urban Resident's Minimum Living Guarantee System is improved more perfectly. Minimum Living Guarantee Work has made great achievements in the short more than a decade in China. With extension of the system's coverage scope and the expanding of supplementary welfare on it, potential problems in the practice gradually emerge. The system of welfare states commonly features full-fledged projects, high level of guarantee and national general welfare, etc. The Mode of welfare states make great contributions to post war economy in Western European countries, But the disadvantage of high Welfare contribute to the emerge of the idle group, Who make livings on welfare not on hard-work. In fact, when social security system built up, there are worries about Welfare-Dependence tendency among receivers. Since the Queen Elizabeth time, when European countries put the aid to poverty into legislation and government take responsibility for the aid to the poverty, the issue of Welfare-Dependence has been seen as a matter.The experience of developed countries shows that Welfare dependency is not only a problem in welfare state but also in developing countries. China now is a developing country, with a weak economy. It can only provide the low level of social welfare. This Paper wants to give some suggestion on this affair.Main content of this Paper are as follows:The first part is about the Definition of Welfare-Dependence and introduction of relative Theory. Welfare-Dependence is that some citizens with workability are reluctant to receive professional training and job offered by government and society .but depending on the welfare. I just make Welfare-Dependence contrast to Welfare encroachment. Make analysis of reasons for Welfare-Dependence.The second part gives description of the background and history of Urban Resident's Minimum Living Guarantee System in China. Then, and make a positive assessment of Living Guarantee System. I draw a conclusion that China now has Welfare-Dependence from data analysis and find reasons for this phenomenon from Economic, social, personal aspect. From economic development and social equity perspective, describe the bad influence which Welfare-Dependence distributes to our society.The third part firstly introduces the development of restraint of Welfare-Dependence in Western Countries. Secondly, this part concludes enlightenment about anti-Welfare-Dependence from the change of Welfare System in those countries. Despite it has not become a sharp contradiction which endanger social stability, but Welfare-Dependence will be a factor which constrains economic and social development. On one side, we should expand the coverage of Urban Resident's Minimum Living Guarantee System and raise standards of Living Guarantee System with the development of economy; on the other side, we should pay more attention on Preventing of Welfare-Dependence. Besides, due to the stiffness of welfare, we should consider it beforehand.The forth part firstly includes the policy implemented in China now which means to prevent Welfare-Dependence in the implementation of some local Urban Resident's Minimum Living Guarantee System. Secondly, it makes analyses of those policies. Then, it makes suggestions about how to improve The Urban Resident's Minimum Living Guarantee System.The main contribution of this paper is as follows:1. More innovative topics. At this stage the study on Welfare-Dependence of Minimum Living Guarantee System in China is not so popular.2. Make distinction between welfare-dependence and welfare- encroachment so to describe what is Welfare-Dependence in Minimum Living Guarantee System in China.3. Make comments on the following suggestions about how to prevent tendency of Welfare-Dependence. They are including: requirement of receivers with workability doing Community Labor; Active employment promotion policy; classification policy; gradual withdrawal system. Then propose ideas about setting up"Individual Development Accounts for the receivers.
