Research On The Linkage Mechanism Of Minimum Living Security System And Employment In Welfare Dependence

As an important part of social relief system in China, Minimum living security system is designed to help people out of poverty and ensure the minimum standard of living, so the minimum living security system is often regarded as a safety net of social security system and the basic of social assistance system. Since 1993,our country have invested a lot of financial and material resources in the implementation of the minimum living security system, on the basic of that the security number and scope has been expanded a lot, the government will go on and make all the efforts to all the poverty including some low-income people and families. A series of changes ensured all the people’s basic right to life, and make the person who is in the low or no labor ability to survive. But the pursuit of these targets, to a certain extent, led to the expansion. Along with the development of the economic, recessive employment and recessive income gradually appeared and increased, and the lowest life guarantee system in China by its design defects which caused a large number of low maintenance idlers, appeared on the social culture "welfare dependency" problems such as low frequency. This phenomenon is not only caused the waste of labor resources, increase the government’s financial burden, but also to a certain extent, that those who really need the help does not enjoy the treatment and protection, this greatly affected the social fairness and efficiency, further intensifies the social contradictions. So the system of subsistence allowances for welfare dependency problem need to solve in time.Welfare dependence problem of social reality reflects some problems and design flaws in the system of our country’s social security, on the one hand, some people without ability to work who can not get a suitable job and have no income, can only rely on the minimum living security system, on the other hand, due to the lack of supervision mechanism, some people through the special method get into the field of "low" rescue, get more medical treatment, health, education, housing and other related preferential benefits, occupy low places; So solving the problem of welfare dependence should focus on the system of subsistence allowances, eliminate the disadvantages of minimum living security system, the differentiation of the fringe benefits of the lowest life guarantee, strengthen the regulatory functions, to ensure threshold on interests of the crowd who is in the poor indeed, solve the employment problem for those who have labor ability of low income people, etc.This study will rely on the system of subsistence allowances for welfare dependency and other related theory, on the basis of predecessors’ research, analyses development and performance in the minimum living security system, as well as the reason of the problem of welfare dependence. By using statistical yearbook and collecting useful data, analyses that how the minimum living security system influence the employment and discuss the actual influence of the related factors on employment, combining the experience that solve the problem of welfare dependence in foreign and absorbing the beneficial information, finally, through establishing the linkage between the minimum living security system and employment mechanism from all aspects to solve the problem of welfare dependence, and puts forward related measures and suggestions.
