Abstract/Summary:
The fundamental way to eliminate poverty is realizing normal and stable employment.However,urban minimum living security system underpins and guarantees the most basic living standards for the poverty-stricken groups.Therefore,one of the major social problems the implementation of minimum living security system brings is about employment of urban people covered by the system.While urban minimum living security system provides necessary assistance for difficult groups,it also drives people covered by the system to become a special group who have targeted help from employment promotion policies of the government.Currently,a considerable part of people covered by minimum living security system are those who are able to work and are within working age.If government do not take measures to make them actively achieve employment,their dependence on social welfare will be enhanced,resulting in misunderstanding on final relief effect of urban minimum living security system and importance to achieve employment.The paper seeks theoretical basis on the operating mode of the current minimum living security system and the formulation of employment promotion policies for people covered by the system by combining research findings on the promotion of employment of people who need social relief at home and abroad.Next,the author selects five parts to go on a focused analysis with regard to the most significant influence of the execution of employment promotion policy for people covered by minimum living security system through employing the theories of anti-welfare dependence,workfare,career motivation,labor incentive and customer-orientated assessment.Also,the author affirms existing problems and improving direction of employment promotion policy for people covered by minimum living security system with the results of the research by going on overall analysis on people who covered by the system and have ability to work in H Sub-district Office of Huangpu District and conducting interview surveys on 26 residents of them.Then,in terms of five problems as followings,the limitation of income exemption and bailout policy for the mitigation of cliff effect on additional benefits of the minimum living standard,the dilemma of localization of workfare and the deficiency of the government in supervising the people who are engaged in the labor and employment preparation at public welfare posts in the community,neglect of service in line with the needs of people covered by minimum living security system to have a certain quality assurance and skills for vocational training,deviation of emphasis on government subsidies to stabilize employment policy and over-preferential additional benefits leading to low-income people’s unwillingness to work and their relying on welfare,the author makes suggestion on adjustment and improvement of employment promotion policy for people covered by minimum living security system from the perspective of institution and individuality.Finally,the author draws a conclusion: Shanghai Municipal People’s Government should consummate income exemption and bailout policy,develop specialized public service posts for people covered by minimum living security system and encourage them to engage in paid work,and strengthen the targeted training service tailored to the needs of this group.The government should also create sound working climate for the people covered by minimum living security system,attempt to separate additional benefits associated with subsistence security system,attach importance to reinforcement of employment ability and motivation of willingness to work,so that to establish and improve the linkage mechanism between subsistence security system and employment promotion policy and to achieve full employment objective for the minimum subsistence population.
