The Villagers' Autonomy Governed By The Government Leadership In The Suburb Of The Large City

Villagers' autonomy system is the great creation, which came from the millions of farmers led by the Communist Party of China forms in the construction of the Chinese characteristic socialism democracy. In 1987 National People's Congress passed "the People's Republic of China Villagers Committee Constitutive Law (Draft)", symbolizing the Chinese democracy at the grassroots level construction which takes villager's autonomy as the main form has comprehensively launched. Villagers' autonomy means the countryside inhabitants organize themselves implementing the democratic election, democratic decision-making, democratic management and democratic surveillance. It is a political participation form of the villagers' self-control, self-education and self-service. It is one kind of fundamental mode of implementing direct democracy. Villagers' autonomy unites closely with the entire countryside society's politics, the economy, the culture, and the tradition.Villagers' autonomy has been for more than 20 years from it came into being. The academic circle is also gradually thinking much of the villagers' autonomy theory and its practice research. The scholars have carried on the thorough exploration with using different analysis pattern from different angle of view to the villager's autonomy, and already made brilliant achievements both in fundamental research and diagnosis research.Villager's autonomy impelled the Chinese democracy at the grassroots level, but in the villagers' democracy election, the democratic decision-making, the democratic management, the democracy surveillance the four aspects are imperfect, especially in the weak collective economy village, its village relations, the village cadre democratic quality, the villagers' participation sense and participation enthusiasm and the women's political status all have certain problems, which mainly displays in: First, in the democracy election the phenomenon "bought-votes" universally exists, the patriarchal clan influence affects the election fairly to carry on; Second, the publication of village service is not comprehensive, not standard, not in time and not exact. For its reasons, on the one hand is the villagers' participation enthusiasm in the village service is not high , on the other hand lies in the villagers' autonomy center basic-level organization and leading cadre's all sorts of negative opinions, the negative behavior even the illegal activity also massively exist, the democracy surveillance dynamics to the village cadre is far from the villagers' expected value disparity; Third, the existing villagers' autonomy rule and regulation were still imperfect. The request voting and the "double more than half principle do not conform to certain village's actual operation situation; The villagers committee's tenure in office is excessively short; "The village wealth township tube" disobeys the autonomy spirit. Fourth, the countryside female's politics participation degree is seriously insufficient,the sex difference greatly influences the villagers' political participation. This article uses the case methodology and takes the X village in Wuhan city Huangpi district as a case. In the foundation of questionnaire surveying and visiting , the author summarized the problems of the villagers' autonomy existing in our country large city suburb, and then proposed the countermeasures of the villagers' autonomy healthy development.This article believed that the government should take measures from the following four aspects to impel our country's villagers' autonomy's thorough development and consummation: First, improve the policy and law of the villagers' autonomy, consummate the law environment of the villagers' autonomy, make the villagers' autonomy system standardized, and strengthen the villagers' autonomy realization. Next, the government should build the countryside homeland construction atmosphere, to make the country villagers' host realization and promote the villagers' autonomous cohesive force through developping the collective economy and vocational education training to the villagers, finally to promote the village's politics, economy and culture's coordinate development. Third, pay attention to the sex equality, carry on the comprehensive education for all around development to the rural women themselves to transfer them to participate, let the thought "the woman also can jack the half of the sky" strike root in the hearts of the people. Finally, strengthen and improve the party's leading, follow the important thought of the "three represents", display the party's basic leadership function in the basic unit, and safeguard the villagers' autonomy's highly effective developping.
