How Does Social Capital Affect Community Mobilization Model?

In the process of modernization of national governance system and governance capacity.community mobilization in grassroots governance plays an increasingly important role.To do a good job in community mobilization,it is necessary to start from within the community,explore the internal forces of the community,mobilize the enthusiasm of community residents with the help of social capital,and achieve good results in community mobilization.Existing research has been involved,but failed to further clarify the specific role of social capital in community mobilization and the different effects of different social capital in practice.Therefore,this study takes the garbage classification practice of two communities in Qingdao as a case study,summarizes the community mobilization mode based on social capital formation in the two communities,and analyzes the influence of different types of social capital on the community mobilization mode,so as to provide suggestions for other communities to solve the dilemma of community mobilization with social capital in governance practice.This paper collects data through participatory observation and semi-structured interviews,and analyzes them with thematic analysis to explore the unique model of community mobilization with social capital in the practice of garbage classification in contemporary communities:The main social capital type of S community is based on the homogeneous individuals of the village-to-community community,the strong social network and the highcondensation community values.The aggregate social capital is formed.The main bodies in the community are closely linked.The ’ emotion-trust’ community mobilization model is formed through the shaping of participation willingness based on emotional ties and the cooperation of multiple subjects based on multi-dimensional social trust.The main type of social capital in M community is the bridging social capital based on the heterogeneous individual connection and the openness of information channels in urban communities.In the process of mobilization,M community combs the relationship between individual residents and the community as a whole,community and social organizations,and achieves extensive community mobilization by enhancing residents ’identity,cultivating endogenous community self-organization and uniting community consensus.and finally forms a "individual-organization" multiple nested community mobilization model.Based on the study of the two community mobilization models,it is found that the mobilization models of the two communities have similarities in the specific dimensions of using social capital,mobilization goals and mobilization results,and there are differences in the social capital basis used in mobilization,the type of cooperation of mobilization subjects,mobilization path,residents’ participation driving force,social organization role,residents’position and role in community mobilization.In the future community governance,in order to mobilize residents to participate in and achieve good community mobilization,the community can use the social relationship network to enhance the community identity of residents,continuously strengthen social trust,establish community awareness,improve reciprocal norms,and form a community mobilization system.
