Civil servants are the body of a country's administrative management. They representing nation manage national business and social public business includes politics, economy, culture, education, and they take on important functions of decision, organization, coordination and control in the national administration management. The level of government administration is depends on that of Civil servants. Civil servants competencies and competences competitions mainly decide the result of government administration ability competition. Building the civil servants competencies has become to the strategy of many countries. Our country has published the general competency of national civil servants. How to set up an evaluating system scientifically for civil servants to improve their competency has become the main focus that has aroused great concern in the government reform process.Competency refers to the inherent and stable characteristics owned by individuals, by which efficient individuals and average ones can be identified, including motivation, attitude, notion of value, will as well as capacity, knowledge and skills in particular fields. American psychologist David McClelland published an article titled "Testing competence rather than intelligence" in 1973, which oppugned the traditional intelligence test method and put forward competence to replace the traditional intelligence measurement. This research was just developed on the foundation of competence theory and practice by behavioral event interview, questionnaire investigation, statistical analysis and induction, and used SPSS to analyze the characteristic factor and set up the competence factor model of Civil servants.The following conclusions are induced:It is found that the core competence of leaders on department level, which was mainly based on professional diathesis, value concept, character characteristic, relationship foundation, will quality, mental character, achievement direction, mainly consists of 29 factors. Among them, the professional diathesis dimension include: ability to recognize, creative ability, sensitivity, ability to investigate research, information integration, ability to comprehend and ability to administer, cooperation ability; the value concept dimension include: benefit others behavior, public spirit, occupation morals; the character characteristic dimension include: toleration, self-respect, self-confidence, responsibility; the relationship foundation dimension include: human relations communication, ability harmonize, trust others, ability to persuade others and ability to express; the will quality dimension include: self-control, firmness, independence; the mental character dimension include: adaptability to change, adaption to change; the achievement direction dimension include: spirit of challenge, spirit of enterprise, spirit of competition.By analyzing gender, age, educational degree, post types, occupation and post age by independent T test, the study indicate that, for civil servants of different gender and educational degree, the otherness is not significant in the seven dimensions, while for those who are of different age, types of post, occupation and post age, the significance is evident.
